I actually found out shortly after posting this that my gaming laptop's hard-drive finally gave out. Hey OOTP Dev! I really appreciate your response. You can also send an email to and I'll try to work with you directly if that's easier.

Go to Settings -> Open folder containing customizable data. You'll also want to do the same thing for the Steam.exe program file itself as well. Right click that and then go to 'properties' > 'compatibility' you can select the option to 'run this program as administrator' on that screen and then every time you start the game it will automatically run in admin mode. That will open the folder ootp is installed to and you'll see the OOTP19.exe icon there.

You'll find the icon by right clicking the game in Steam then going to 'Properties' > 'Local Files' > 'Browse Local Files'. To do so right click on the ootp19.exe icon and then you'll see an option to 'run as administrator'. The first thign to do would be to make sure you're running as an admin, if you're using Windows. It sounds like there might be an issue with permissions in the folder the game is using for data, or possibly a borked install somehow.
